'No Garage, No Car' policy, answer to traffic problems?


A Senate bill was filed by Senator Sherwin Gatchalian aiming to alleviate heavy traffic in major cities around the country.

House Bill No. 5098, or the “Proof-of-Parking Space Act”, commonly known as 'No Garage, No Car' policy requires the would-be buyers of new vehicles to provide proof they have parking space before they are allowed to buy car.

With this proposal, the rapid increase in vehicle volume plying on the major thoroughfares and parking on public roads would be prevented.

It was on October last year when the then Valenzuela lawmaker filed the bill as traffic along EDSA and other connecting roads started to worsen because the supposed alternative routes are clogged by parked vehicles on the sides.

On the latter part last year when the HPG took over the EDSA traffic management, that illegal parking on public roads was diagnosed.



Now that Gatchalian became a senator, the bill is expected to progress.

On the proposed law, car owners found making false claims of parking spaces will have their vehicle registration revoked and will be penalized with a three-year ban from vehicle registration plus a PhP 50,000 fine.

According to MMDA, can only accommodate 144,000 vehicles daily but the actual number of vehicles passing is  360,000.

Heavy traffic translate to P2.4-Billion loss daily in productivity according to the study led by JICA.

The damage account doesn't include yet the number of hours lost for the family bonding everyday as the commuters have to leave their house early and arrive home late.
